The short version
You can renew up to 90 days before your registration expires, online, by mail or at your county tax office.
Since January 1, 2025, non-commercial vehicles no longer need a safety inspection. A $7.50 inspection program fee is added at registration instead.
An emissions test is still required before you renew in 17 counties, including Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall and Tarrant. You have a 90-day window to pass it and register.
After it expires there are 5 working days of grace; after that you can be cited.
